Risk starts with the job
The same aircraft can be low risk in an empty paddock and high risk near a school, road, crane, or airport. Assess the mission, not the drone in isolation.
Controls must be real
A control is only useful if it changes behaviour: different time window, exclusion zone, observer, lower altitude, no-go weather threshold, different aircraft, or declining the job.
Residual risk is the decision
After controls, decide whether the job should proceed, be changed, need approval, or be declined. Record the reasoning so the next mission learns from it.
