The organisation layer
A ReOC supports operations that require an operator certificate. It shifts the question from “can I fly?” to “can this organisation control, supervise, document, and improve its operations safely?”
Manuals matter
Operations manuals, procedures, training records, maintenance records, incident processes, and authorisation workflows are not bureaucratic decoration. They prove the business has a repeatable operating method.
Do not rush the certificate
A weak ReOC application can create cost and confusion. Build a real service model first: target operations, aircraft, staff, sites, risk controls, insurance, and recordkeeping.
